NEW LABELLING REQUIREMENTS FOR LABORATORY-PRODUCED PRECIOUS STONE PRODUCTS
The Regulation Amending the Regulation on Jewelry Trade (the “Amendment Regulation”) (in Turkish: “Kuyum Ticareti Hakkında Yönetmelikte Değişiklik Yapılmasına Dair Yönetmelik”) has been published in the Official Gazette No. 33290 and dated 24 June 2026.
As per this Amendment Regulation, a new subparagraph (e) has been added to paragraph (2) of Article 11 of the Regulation on Jewelry Trade, titled “Principles and Rules to Be Observed in Jewelry Trade”.
The Amendment Regulation introduces new information, labelling and presentation requirements for precious stone products produced in a laboratory environment or otherwise created through human intervention.
Under the newly introduced provision, jewelry businesses may not offer precious stone products produced in a laboratory environment or otherwise created through human intervention for sale unless at least one of the prescribed expressions is used in accordance with the requirements set out below.
For this purpose, at least one of the following expressions, or a similar expression approved by the Ministry of Trade, must be used:
- “synthetic”;
- “laboratory-produced”; or
- “artificially produced”.
The relevant expression must be clearly indicated, in a manner easily visible to consumers, on:
- product labels;
- product certificates;
- invoices;
- websites; and
- advertising and promotional materials.
In addition to these requirements, precious stone products produced in a laboratory environment or otherwise created through human intervention must be offered for sale separately from natural precious stones in a manner that does not mislead consumers.
Accordingly:
- at physical points of sale, such products and natural precious stones must be offered for sale in separate sections in display windows and sales areas; and
- online, such products and natural precious stones must be offered for sale under separate categories.
