NEW MEASURES AT BORDER GATES FOR ENTRY INTO TURKEY AND NORMALISATION PROCESS BEGINNING AS OF 1 JULY 2021

In the previous newsletter published on 22 June 2021, we mentioned that we will provide more detailed information after the publication of the relevant circular.

The Ministry of the Interior issued the Circular dated 27 June 2021 regarding Measures related to Gradual Normalization Process (in Turkish, “Kademeli Normalleşme Tedbirleri Genelgesi”) and the Circular dated 28 June 2021 regarding Measures for Entry into Turkey as of 1 July 2021 (in Turkish, “1 Temmuz Sonrası Ülkeye Giriş Tedbirleri Genelgesi”).

  1. CURFEW AND INTERCITY TRAVEL RESTRICTIONS
The curfew restrictions will end; as of 05:00 a.m. on Thursday, 1 July 2021, the curfew and inter-city travel restrictions implemented shall end on weekdays as well as weekends.
  1. ACTIVITIES OF WORKPLACES
Provided that all measures and principles determined for their field of activity are followed in the Ministry of Health Pandemic Management and Working Guide, as well as cleaning, mask and social distance rules, which are the basic principles of combating the pandemic are duly complied with, as of Thursday,1 July 2021;
  • All workplaces that are currently suspended will be able to operate again;
  • The cinema halls, whose activities have been suspended, will operate;
  • Provided that the distance rules between tables and/or chairs specified in the Pandemic Management and Working Guide are complied with; restrictions on the number of people who can be at the same table at the same time will not be implemented in the indoor or outdoor areas of eating and drinking places;
  • All workplaces will be able to operate within the opening and closing hours set by the relevant administration in accordance with the subject of activity in their licenses.
  • Music broadcasts, which currently end at 22:00 hours in accommodation facilities and at 21:00 in other places, can be performed until 24:00 hours, until further notice.
  • Provided that the rules and principles set forth in the Pandemic Management and Working Guide are followed, additional restrictions imposed by the circulars on places such as parks, gardens, campsites, picnic/recreation areas will be lifted.
  1. MEETINGS/EVENTS AND WEDDINGS
Provided that the rules and principles set for each of the below mentioned event/activity in the Ministry of Health’s Pandemic Management and Working Guide and the rules of cleaning, mask and social distance are followed, the current practice will continue to apply in the same manner, which is 4 m² per person in open areas and 6 m² per person in closed areas:
  • All kinds of activities with wide participations, including the General Assembly meetings of NGOs (in Turkish, “STK’lar”), unions (in Turkish, “Sendikalar”), Occupational organizations in the nature of public institutions (in Turkish, “Kamu kurumu niteliğindeki meslek kuruluşları”), cooperatives and associations (in Turkish, “Kooperatifler” ve “Birlikler”);
  • Demonstrations (in Turkish, “Gösteri”) or marches (in Turkish, “Yürüyüşler”).
  1. PUBLIC TRANSPORTATION MEASURES
  • Passenger/seat capacity restrictions on all public transport in the city and/or intercity will be discontinued from Thursday, 1 July 2021.
  • Restrictions on the use of public transport in the city for citizens aged 65 and over and young people/children under the age of 18 will be lifted  from Thursday, 1 July 2021.
  1. MEASURES REGARDING ACCOMMODATION FACILITIES
The application of restrictions and measures imposed by the relevant circulars for accommodation facilities will be lifted provided that all rules and principles introduced in the Pandemic Management and Study Guide, as well as cleaning, masks and social distance rules are properly followed.
  1. PUBLIC INSTITUTIONS AND ORGANIZATIONS WORKING HOURS
The 10.00 – 16.00 working hours, which are currently implemented in public institutions and organizations, will be ended and the normal official working order will be reinstated as of Thursday, 1 July 2021.
  1. MEASURES TO BE APPLIED AT TURKISH BORDER GATES ARE AS FOLLOWS:
  • Turkey has suspended flights from Bangladesh, Brazil, South Africa, India, Nepal, and Sri Lanka as of July 1st, 2021;
14-day quarantine will be applied for any individual who had been to these countries for the last 14 days the flight date to Turkey, in addition to a negative PCR test. The place of where the individuals may be quarantined shall be determined by the relevant governorship (in Turkish, “valilik”);
  • Those who travel from Afghanistan or Pakistan to Turkey or had been to these countries for the last 14 days will be subject to 10 days quarantine when arriving in Turkey. The conditions and place of where the individuals may be quarantined shall be determined by the relevant governorship (in Turkish, “valilik”);
  • Those who travel from the United Kingdom, Iran, Egypt, and Singapore to Turkey will be required to have a negative test result obtained 72 hours before travelling to Turkey;
  • For all other countries those who travel to Turkey will be required to fulfill the below requirements:
  •       When entering Turkey, the passengers can submit a document issued by the relevant country’s official authorities stating that such individual has been vaccinated at least 14 days before entrance to Turkey and/or that he had recovered from the disease in the last six months starting on the 28th day of the first positive PCR test;
  •        Otherwise, the proof of a negative PCR test taken within 72 hours before travelling to Turkey orrapid antigen test (in Turkish, “negatif hızlı antijen testi”) (performed within last 48 hours) before entry to Turkey will be required.
  • The circular also requires that all passengers coming to all Turkish border gates from all countries are subject to PCR testing on the basis of sampling at arrival. These passengers will be allowed to proceed to their final destination after the test samples are taken. If the test results are positive, they will be treated in accordance with the Covid-19 guidelines of the Ministry of Health. Passengers and the persons with close contact with passengers with positive test results will be quarantined for 14 days at the addresses they have determined, and quarantine conditions will be terminated if the PCR test results to be performed at the end of the 10th day are negative. The quarantine conditions of those who are found to be carrying the Delta variant will be terminated with a negative PCR test result at the end of the 14th day.
  • Turkish citizens entering Turkey must submit a document showing that they had been vaccinated at least 14 days before their arrival in Turkey and/or that they had recovered from the disease in the last six months starting on the 28th day of the first positive PCR test and those who can submit the result of a negative PCR test or rapid antigen test (performed within the last 48 hours) in the last 72 hours prior to arrival to Turkey are allowed to enter.
