LAW ON THE RATIFICATION OF THE PARIS AGREEMENT BY TURKEY

The Law on the Approval of Ratification of the Paris Agreement numbered 7335 (in Turkish “Paris Anlaşmasının Onaylanmasının Uygun Bulunduğuna Dair Kanun”) (hereinafter referred to as the “Law”) has been adopted on 6 October 2021, published in the Official Gazette numbered 31621 on 7 October 2021 and entered into force as of the same date.

Turkey has signed the Paris Agreement on 22 April 2016. The said Agreement was adopted by the 21st Conference of the Parties of the United Nations Framework Convention on Climate Change and entered into force on 4 November 2016.

Turkey has ratified and acceded to the said Agreement as of 7 October 2021.

The highlights of the Paris Agreement are listed as follows:

Governments;

  1. agreed on a long-term goal of keeping global warming below 2 °C, with 1.5 °C as a target. To that end, countries agreed to reduce their emissions by nationally determined contributions;
  2. agreed on the need for global emissions to peak as soon as possible, recognising that this will take longer for developing countries;
  3. shall come together every 5 years to assess the collective progress towards the long-term goals and inform Parties in updating and enhancing their nationally determined contributions; report to each other and the public on how they are implementing climate action;
  4. agreed that developed countries should take the lead in providing financial assistance to countries that are less endowed and more vulnerable.
